What are European Funds

The European Union is a community of countries at different levels of development and facing many different challenges. Many of these challenges are common to all EU countries. Thanks to the European Funds, the competitiveness of Member States' economies is strengthened, unemployment is combated, and measures are implemented to help develop poorer regions.

The European Union, as an international organization, has its own budget, which finances activities aimed at solving common problems. With a single budget, meeting the challenges is cheaper and more effective than if each Member State were to face them alone. In this way, for over 40 years the Union has been implementing an active regional development policy, also known as cohesion policy or structural policy.

Partnership Agreement

The basic document that defines the cooperation between the EU and Poland is the Partnership Agreement (UP). It is a strategy of using European Funds agreed with the European Commission.

The main goal of European Funds is to reduce differences in the development of countries and regions, which increases the competitiveness of the member states and the Union itself in the global market

What the European Union allocates funds for is closely linked to its development strategy. Currently, it is defined in the Europe 2020 document. A detailed plan for spending EU funds, known as the Multiannual Financial Framework, is defined at least once every 5 years, and in practice every seven years.

The budget of the European Union consists mainly of revenues from the Member States. At present, the Union's budget amounts to approximately 1% of the Union's gross national income. Annual budgets are set within the limits set by the long-term financial plan, also known as the financial perspective of the European Union. As a result, expenses are incurred in a predictable manner.

Cohesion policy consists in strengthening the economic and social cohesion of the European Community by reducing the disproportions in the levels of development of various regions and the backwardness of the least favored regions or islands, including rural areas.
